Call for Experts: Join IPC’s IT Expert Committee for Strengthening IPC’s Digital Initiatives in Alignment with Digital India Mission

Indian Pharmacopoeia Commission (IPC) invites applications from qualified & experienced professionals to join its Subject Expert Committee in Information Technology, supporting IPC’s mission to strengthen networking systems, server infrastructure, laboratory automation, and artificial intelligence (AI) integration for enhanced reliability, scalability, and operational excellence.

About IPC

The Indian Pharmacopoeia Commission (IPC) is an autonomous institution under the Ministry of Health & Family Welfare, Government of India, entrusted with the responsibility of setting standards for medicines in India through the publication of the Indian Pharmacopoeia (IP) and the development of IP Reference Standards (IPRS). These standards serve as essential benchmarks for quality control testing of pharmaceutical substances and formulations across the country. IPC also functions as the National Coordination Centre (NCC) for key public health programmes such as the Pharmacovigilance Programme of India (PvPI) and the Materiovigilance Programme of India (MvPI). Through these initiatives, IPC plays a pivotal role in strengthening the regulatory framework for medicines and medical devices, promoting evidence-based safety surveillance, and supporting quality assurance in healthcare delivery. IPC remains committed to scientific rigor, public health protection, and regulatory transparency in alignment with national and global health priorities.

Purpose of the Committee

The IT Expert Committee will provide strategic and technical guidance on:

  1. Contributing to the enablement of IPC’s products and services under the Government of India’s Digital India Mission
  2. Supporting new AI initiatives in alignment with the Government of India’s national AI programmes
  3. Strengthening networking and systems architecture, including LAN/WAN design, firewalls, VPNs, and software-defined networking (SDN)
  4. Enhancing server infrastructure with robust configuration, performance optimization, and secure deployment practices
  5. Supporting lab automation initiatives by integrating instruments, middleware solutions, and workflow automation platforms
  6. Advising on infrastructure scalability, reliability, backup strategies, and disaster recovery planning
  7. Integrating artificial intelligence (AI) technologies into IPC’s digital initiatives for automation, analytics, and decision support
  8. Reviewing and improving IPC’s modernization efforts in networking, server infrastructure, laboratory automation, and AI-driven systems

Domains of Expertise Sought

IPC seeks experts with proven experience in one or more of the following areas:

  1. Networking & Systems Architecture (LAN/WAN, firewalls, VPNs, SDN)
  2. Server Infrastructure (Windows/Linux servers, configuration, monitoring, performance optimization)
  3. Lab Automation Technologies (instrument integration, middleware, workflow automation)
  4. Artificial Intelligence & Data Analytics (machine learning, automation frameworks, predictive modeling, AI governance)
  5. Data Center Operations & Reliability (scalability, redundancy, monitoring tools)
  6. Digital Governance & Compliance (infrastructure audit-readiness, data integrity, regulatory standards)

Role & Engagement

  1. Experts will be consulted on a case-by-case basis, depending on the nature of the task.
  2. Selected experts will be invited to participate in technical review meetings, contribute to infrastructure and AI strategy documents, and advise on implementation plans.
  3. Travel and honorarium will be provided as per government norms.

Terms of Reference

  1. Experts must be free from any real, potential, or apparent conflicts of interest.
  2. IPC reserves the right to accept or reject applications based on relevance and expertise.
  3. Experts must adhere to IPC’s policies on confidentiality, impartiality, and ethical conduct.
  4. The committee will be reconstituted every three years, with an option for renewal based on performance and institutional needs.

Code of Conduct

  1. Experts shall attend meetings as and when required, with prior intimation from IPC.
  2. All data, documents, and discussions must be treated as strictly confidential.
  3. Experts shall not represent IPC in any external forum unless officially nominated.

Qualification and Experience

Applicants must demonstrate strong academic credentials, professional expertise, and extensive hands-on experience in the domains of networking, server infrastructure, laboratory automation, and artificial intelligence. The minimum requirement is 10 years or more of progressive experience in relevant fields, with evidence of leadership in complex IT environments.

Essential Qualifications

  1. Educational Background:
    • Bachelor’s or Master’s degree in Computer Science, Information Technology, Electronics, or related disciplines.

Required Experience (Minimum 10 Years in any one or more)

  1. Networking & Systems Architecture:
    • Proven track record in designing, implementing, and managing enterprise LAN/WAN networks, firewalls, VPNs, and SDN solutions.
    • Experience in ensuring high availability, redundancy, and secure connectivity across distributed environments.
  2. Server Infrastructure:
    • Extensive experience in deploying and managing Windows/Linux servers, including configuration, monitoring, and performance optimization.
    • Expertise in backup strategies, disaster recovery planning, and server hardening for compliance and security.
  3. Lab Automation Technologies:
    • Hands-on experience in integrating laboratory instruments with IT systems using middleware and APIs.
    • Proven ability to design and implement workflow automation solutions that enhance efficiency, data integrity, and compliance with regulatory standards.
  4. Artificial Intelligence & Data Analytics:
    • Demonstrated expertise in applying AI/ML models for automation, predictive analytics, and decision support.
    • Experience in developing or deploying AI solutions in healthcare, regulatory, or enterprise IT environments.
    • Knowledge of AI governance, ethical frameworks, and compliance with data privacy regulations.
  5. Governance & Compliance:
    • Demonstrated knowledge of IT governance frameworks, audit-readiness, and adherence to data privacy regulations.
    • Experience in preparing technical documentation, SOPs, and compliance reports for institutional or regulatory audits.

Desirable Qualifications

  1. Educational Background:
    • Advanced qualifications (Ph.D. or equivalent) in specialized areas such as Networking, Systems Engineering, Automation, or Artificial Intelligence will be considered an asset.

 

  • Professional Certifications (Non-Mandatory, Added Advantage):
    1. Networking: CCNP/CCIE, CompTIA Network+, or equivalent.
    2. Server Infrastructure: Microsoft Certified Solutions Expert (MCSE), Red Hat Certified Engineer (RHCE), VMware Certified Professional (VCP).
    3. Artificial Intelligence: Certifications in Machine Learning, Data Science, or AI platforms (e.g., TensorFlow, AWS AI, Azure AI).

 

Desirable Attributes

  1. Strong analytical and problem-solving skills with a systems-thinking approach.
  2. Ability to collaborate with multidisciplinary teams and translate technical requirements into actionable strategies.
  3. Experience in mentoring, capacity building, and knowledge transfer within institutional or national programmes.
  4. Familiarity with emerging technologies in networking, infrastructure modernization, laboratory automation, and artificial intelligence.

 

Policy Document: Confidentiality, Impartiality, and Ethical Conduct

  1. Introduction

This policy document outlines the expectations and obligations of individuals engaged with IPC in any advisory, consultative, or operational capacity. It applies to subject experts, committee members, consultants, and collaborators associated with IPC.

  1. Confidentiality Policy

2.1 All individuals shall maintain strict confidentiality regarding any data, documents, communications, or deliberations shared by IPC.

2.2 Confidential information includes, but is not limited to:

  • Technical assessments and strategic documents
  • Internal communications and meeting proceedings

2.3 Confidential information shall not be disclosed to any unauthorized individual or entity, nor used for personal, professional, or commercial gain.

2.4 Breach of confidentiality may result in termination of engagement and may invoke legal or disciplinary action as per IPC and Government of India norms.

  1. Impartiality Policy

3.1 Individuals shall perform their duties with objectivity, neutrality, and independence, free from bias or external influence.

3.2 All real, potential, or perceived conflicts of interest must be declared prior to participation in any IPC-related activity.

3.3 IPC reserves the right to assess and determine the suitability of participation.

  1. Ethical Conduct Policy

4.1 Individuals shall uphold the highest standards of professional ethics, integrity, and accountability in all IPC-related engagements.

4.2 Experts shall not present themselves as representatives of IPC in any external forum unless officially nominated or authorized.

4.3 Participation shall be governed by respect for institutional values, transparency, and adherence to applicable laws and guidelines.

4.4 Any form of misconduct, misrepresentation, or unethical behaviour shall be subject to review, and appropriate Administrative/Legal action will be taken by IPC.

  1. Compliance and Review

5.1 All individuals shall acknowledge and comply with this policy upon engagement with IPC.

5.2 IPC reserves the right to update or amend this policy in alignment with evolving institutional, regulatory, or legal requirements.

5.3 Non-compliance may result in removal from committees, termination of engagement, or other disciplinary measures.
